Operationalizing Functional Safety & OT Cybersecurity: A Practical Integration for Asset Owners

Date and time: 28 October 2026, 11:00 am - 12:00 pm ET

Where Safety Meets Security — ISA/IEC 62443, ACSSA Framework, ISA/IEC 61511 and ISA-TR84.00.09-2024, join presenter Rafael Barreto as he walks you through this practical integration for asset owners.

Functional safety and OT cybersecurity are no longer independent disciplines. They converge in the same industrial processes, protection layers, engineering workstations and, increasingly, the same controllers.

This practical webinar explores how asset owners can integrate the ISA/IEC 61511 functional safety lifecycle with ISA/IEC 62443 cybersecurity activities, using ISA-TR84.00.09 and the ISASecure ACSSA framework as key bridges. Through practical examples — including the TRITON/TRISIS attack — the session will demonstrate how cyber compromise can initiate, worsen or prevent the mitigation of a hazardous event.

Participants will learn how to connect safety and cybersecurity across governance, risk assessment, requirements, verification, operations, maintenance and assurance—without creating parallel processes, duplicated evidence or conflicting requirements.

Key takeaways

  • Interface the ISA/IEC 62443 cybersecurity lifecycle with the ISA/IEC 61511 functional safety lifecycle, aligning governance, risk assessment, requirements, verification, operations, emergency and response plans, and assurance activities.
  • Reconcile the Safety Requirements Specification and Cybersecurity Requirements Specification, and apply comparable rigor to SIL verification, Security Level (SL) verification and lifecycle assurance.
  • Build an integrated operational and assurance model covering maintenance, management of change, incident and emergency response, competency management, and ACSSA-ready evidence.

Bio: Rafael Barreto is an OT cybersecurity and functional safety expert with more than 19 years of experience in critical infrastructure, petrochemicals, energy, and industrial automation. His career spans the full lifecycle of industrial systems, from engineering and operations to governance, risk management, and regulatory compliance.

He currently acts as OT Cybersecurity and Functional Safety Manager on one of Europe's largest greenfield petrochemical projects, a multi-billion-euro investment, where he is responsible / technical authority for end-to-end cybersecurity and safety across design, implementation, testing, and operational readiness. His work integrates ISA/IEC 62443, ISA/IEC 61511, and NIS2 requirements in complex, multi-vendor industrial environments.

Rafael is the Managing Director of OT-Knight (an RBJ Consulting and Services brand), supporting asset owners and operators across Europe, UK and Middle East with OT cybersecurity governance, risk assessments, security level verification, audits, and NIS2 readiness. His consulting portfolio includes energy infrastructure, battery energy storage systems, and large industrial facilities.

He is an ISA/IEC 62443 Cybersecurity Expert and Qualified Trainer, an ACSSA Evaluator Specialist, a Functional Safety Expert/Master, a certified NIS 2 Senior Lead Implementer, an ISO/IEC 27001 Senior Lead Implementer, and a PECB Certified Trainer, as well as a member of the ISASecure technical committee — actively contributing to the practical application of industrial cybersecurity standards.

His work emphasizes that cybersecurity, safety, and operational performance are inseparable in modern industrial systems: “In OT and Critical Infrastructure, Cybersecurity becomes a Safety Function”
